Yes, the Environmental Standards table (zRef_Environmental_Standards) has an "Action_Level", and an "Action_Level_Min" column.  You can put the relevant values in the correct column.

 The compile environmental standards, such as EPA448, of which IWRG is a slight modification don't show the "Action_Level_Min" column, as it wasn't relevant. 

You can create a new template for the zRef_Environmental_Standards table, which will include all columns and you can copy the standard across and fill in the additional minimum values where appropiate.  The sheet created in this process can be copied into other workbooks as appropiate.  Alternatively, you can just copy the column header for "Action_Level_Min" across from the new template into the existing one.  Column order is not important.
