Reordering Environmental Standard subgroups?

I'm trying to re-order the environmental standards as a bit of housekeeping. The Root Envionmental standar groups appear to move up and down with the arrows. Howver the SUBGROUPS under a standard dont appear to do so. For instance - I have Australia - PFAS NEMP - then under that a group for NEMP 2018, NEMP 2020, NEMP 2025. I can see how to reorder these easily?

As a side note. I can reorder in the OLD UI - by simply dragging them. Doesnt yet work in new UI.
