I created a sample plan and assigned locations to two users, who would be using different tablets, logged into plog as themselves.

I would have thought under the sampling plan dashboard in PLog that only the location visits assigned to the individual would appear when the Locations Radio button in Plog was set to assigned, however it shows all of the locations that were planned location visits. How then would an individual know which locations are assigned to them, so as to not have multiple individuals sampling the same location?

All the plan is uploaded to all the users. That is so that users can complete someone else's location if things don't go quite to plan (ie one user gets delayed in the field).

PLog itself doesn't distinguish which user is to complete which location. Users need to print off (or PDF) the plan to do that. We recommend they do that anyway as there is significant supporting information that the print off includes (like information about each location and previous field chemistry for example)
