I have added a list of project managers to the zref dropdown table. Will these be available only in new projects and not existing projects? Also, should they be visible in the new project dialog? I can select the project manager dropdown, but to not see the list of PMs I added.

Hi Nick,
Depending on how you added the dropdown value, it may or may not be available across multiple Projects/Sites.
The zref_Drop_Downs table has a "SID" column. For the value to be available globally, it should be populated with a 0 (zero). Any other value means it will only be available for the Site with that specific SID.
